WashingtonSharedParenting has recently added the Washington State Division of Child Support Policy Manual to the site for easy access to Non-Custodial Parents.  The manuals are a great way to understand the actions to be taken by DCS, and helps NCP's understand the limitations state employees should be operating under.

They are a great tool.  Once great example is their public disclosure rules.  Every NCP should contact DCS on a regular basis to get a copy of their Case Comments so they understand the status of their case, as many times Staff do things that NCP's are not aware of, and in some instances they either excede their authority as outlined in the policy manual, or ignore them.

Requesting copies of your case notes is just a good practice, and keeps you informed.

Superior Courts Commissioners Billable Hours with WA DCS 

This is a private site that is in no way associated with the State of Washington or any other government affiliated agency.  The contents here are provided as a public service to the non-custodial parents of Washingon State in the hopes of improving the relationship between them and their children.

We all go into court thinking that an unbiased, third party will be hearing our issues before the court.  Our Constitution ensures this by setting up three distict bodies of government - The judicial branch, the legislative branch, and the Executive Branch.  Sure they work together to ensure they are operating to support the citizens of Washington State, but they function as separate branches of the Government.  One sets the laws, one executes them, and one ensures they are used and interpreted correctly.

However, with regards to Family Court in Washington State, we have a unique situation where one division of one department within the Executive Branch of the State is directly compensating Judges and Commissioners to hear cases in which they have a direct source of revenue that is derived from these hearings. 

Can you imagine being able to get a direct payment to a judge or commissioner salary as a litigant in a case?  Can you imagine how that might remove the impartiality of the individual if they knew their job and their salary depended on the decisions they made?

These types of issues are covered by the Judicial Canons of Wahington State.  In these Canons, members of the judiciary are not allowed to get themselves involved in situations that might erode the public trust in the judiciary.  Do you still trust that commissioner you were in front of for your last child support case, or your last custody case, knowing that their hours behind the bench to listen to your case were being paid for by the State of Washington Division of Child Support?
