WashingtonSharedParenting has recently added the Washington State Division of Child Support Policy Manual to the site for easy access to Non-Custodial Parents.  The manuals are a great way to understand the actions to be taken by DCS, and helps NCP's understand the limitations state employees should be operating under.

They are a great tool.  Once great example is their public disclosure rules.  Every NCP should contact DCS on a regular basis to get a copy of their Case Comments so they understand the status of their case, as many times Staff do things that NCP's are not aware of, and in some instances they either excede their authority as outlined in the policy manual, or ignore them.

Requesting copies of your case notes is just a good practice, and keeps you informed.

Washington State Contracts with DCS

This is a private site that is in no way associated with the State of Washington or any other government affiliated agency.  The contents here are provided as a public service to the non-custodial parents of Washingon State in the hopes of improving the relationship between them and their children.

We've all seen the shows on TV that feature the prosecutors office chasing down the criminal element and prosecuting them for their crimes.  It's always fun to see the Prosecutors going after these bad guys and applying the law to the crime they have committed.  It's justice served.  It helps reassure us that our governement is protecting the interest of all citizens.  The key point - All.

In Washington State, when a couple divorces there are two things that must happen to protect the children in the family.  A parenting plan must be developed, to protect the health and welfare of the children, and a child support order is put into place to protect the financial health and well being of the children.  It's a fair system from that respect.  But that is where it ends.

In Washington State, the Division of Child Support is the agency in our state that received Federal Title IV-D funds to help collect child support from paying parents.  As a Division of the Departement of Social and Health Services, we expect they are looking out for the best interest of the children.  But that is where we are wrong.  As mentioned, there are two interests of the children that are taken care of in divorce, yet DCS only looks at the financial interest of the children, since that is what they receive federal incentive pay for.

So, does anyone look after the best interest of the child when it comes to parenting plans.  Is there someone that ensures a custodial parent follows the state mandated plan, to ensure the emotional health and well being of the child is being maintained.  Sadly, No.  Financial incentives are available for the prosecutors office to pursue non-payment of child support, but these departents admit to spending zero time to enforce parenting plans.  It's really quite simple - all you have to do if follow the money for our public officials to see where their hearts and minds are at, rather than with the best interest of the children.
